What are the goals of the FSBPT Continuing Competence Initiative?

  • To provide a model for jurisdictions to adopt for purposes of establishing their continuing competence requirements that reflects current research, is administratively feasible, moves beyond requiring only completion of continuing education, and that supports the belief that a wide variety of activities should be available to licensees to demonstrate their competence (i.e. there is not one single “right” way to demonstrate competence).
  • To provide stakeholders (jurisdictions, members, the public, physical therapy practitioners and policy-makers with access to reliable information and useful resources on physical therapy continuing competence.
  • To provide a variety of sound tools that jurisdictions and physical therapy practitioners can use to assess practitioners’ competence.
  • To provide a variety of sound tools that jurisdictions and physical therapy practitioners can use to address competence issues.
  • To provide and continually enhance a comprehensive, online continuing competence system (aPTitude) that integrates the existing continuing competence tools, adapts to incorporate new tools, allows stakeholders to select which tools and features to use, and responds to evolution in our understanding of continuing competence.

How does FSBPT define "competence" and "continuing competence"?

  • Competence is the application of knowledge, skills and behaviors required to function effectively, safely, ethically and legally within the context of the individual’s role and environment.
  • Continuing Competence is the lifelong process of maintaining and documenting competence through ongoing self-assessment, development and implementation of a personal learning plan, and subsequent reassessment.

Why did FSBPT launch a Continuing Competence Initiative?

The FSBPT Delegate Assembly in 2007 charged the Board of Directors to move forward with the development of a comprehensive continuing competence program in support of public protection to include, but not be limited to, the following components:

  • Continuing competence tools
  • A framework for integrating continuing competence tools
  • A comprehensive continuing competence certification program

This action is consistent with the FSBPT mission: To protect the public by providing service and leadership that promote safe and competent physical therapy practice.

What has been the FSBPT approach to the Continuing Competence Initiative?

  • To involve and actively solicit the input and perspective of stakeholders
  • To build tools and a system that are optional for use by member jurisdictions and licensees
  • To encourage jurisdictions to adopt models that do not rely solely on continuing education but that:
    • Promote the value of continuing competence activities beyond mere continuing education
    • Raise the bar on the quality and value of existing continuing education offerings
