We are accepting presentation ideas and proposals for 2024 webinars and in-person sessions at the 2024 Annual Education Meeting in Cedar Rapids, Iowa. If you have a specific idea, please submit a proposal.

However, we are also interested in learning about jurisdictions' experiences with regulatory topics and your general ideas on what issues we should examine in webinars, Annual Education Meeting sessions, and during the Leadership Issues Forum. Model Practice Act Moment

Statute

4.12. Rights of Consumers
A. The public shall have access to the following information:

  • A list of licensees [and certificate holders] that includes license [or certificate] number, date of license [or certificate] expiration, status of license [or certificate], and employment information
  • A list of final adverse actions taken by the board
  • The address, website, email, and phone number of the board

Optional for PT Compact Members
A. The public shall have access to the following information:

  • A list of licensees [and certificate holders] that includes license [or certificate] number, date of license [or certificate] expiration, and status of license [or certificate]
  • A list of final adverse actions taken by the board
  • A list of compact privilege holders
  • The address, website, email, and phone number of the board

Commentary
This entire section contains clauses that have historically been scattered throughout various sections of practice acts. All of them have a common interest in consumer advocacy. A practice act, by its very nature, is focused on public protection, so this is a more natural grouping of similar topics giving greater focus to the board’s role in advocating for the physical therapy patient.

Available Funding Opportunities

The FSBPT Board is committed to supporting its member jurisdictions in their mission to protect the public. Join the ranks of states, including Alabama, Indiana, Iowa, Louisiana, Minnesota, Nevada, North Carolina, North Dakota, Ohio, Oregon, Virgin Islands, and Texas, that have all taken a big step toward both administrative efficiency and protecting the public. They are currently leveraging FSBPT Grants to enhance the ELDD, improve compact privilege implementation, and collect workforce data.

Your state should be next! Learn more about our available grants to help jurisdictions with enhancing your participation in or communication with our Examination, Licensure, and Disciplinary Database (ELDD), improving compact privilege implementation, or collecting workforce data.

FSBPT offers grant funding to support its member jurisdictions in their mission to protect the public. If you are interested in receiving a grant, please send an email to FSBPT's CEO, William A. Hatherill summarizing what you would like to have funded and why it is important or how it can improve efficiencies for your board.

FSBPT Forum: Model Practice Act: Reviewed, Revised, and Ready for Action

The Ethics and Legislation Committee regularly reviews and revises the Model Practice Act, and the seventh edition has been approved by the Board of Directors and published in January 2023. This article is based on a presentation at the 2022 Annual Education Meeting presented by Craig Miller and Sherise Smith.

"AERA Announces 2024 Award Winners in Education Research," April 8, 2025

Congratulations to Gregory Cizek, a member of FSBPT's Technical Advisory Panel, for receiving the 2024 E. F. Lindquist Award.

"This award is presented jointly by AERA and ACT in recognition of outstanding applied or theoretical research in the field of testing and measurement. The award is meant to acknowledge a body of research of an empirical, theoretical, or integrative nature rather than a single study."

"How URMC's Telehealth Model Will Tackle SDOH," Healthleaders, Eric Wicklund, April 15, 2024

"The University of Rochester Medical Center is banking (literally) on a new strategy for extending its telehealth network into rural areas of New York."

"Smart Phone Apps + Health Coach = Better Surgical Outcomes, Says UPMC," Healthleaders, John Commins, April 4, 2024

"A digital platform developed at UPMC helps patients prep for surgery and speeds recovery."

"Routes of Drug Use Among Drug Overdose Deaths — United States, 2020–2022," Centers for Disease Control and Prevention, Tanz et al., February 15, 2024

"Preliminary reports indicate that more than 109,000 drug overdose deaths occurred in the United States in 2022; nearly 70% of these involved synthetic opioids other than methadone, primarily illegally manufactured fentanyl and fentanyl analogs (IMFs). Data from the western United States suggested a transition from injecting heroin to smoking IMFs."

"Harvard-Inovalon Medicare Study: Quality outcomes Under Medicare Advantage vs. Medicare Fee-for-Service," Inovalon, Teigland et al.

"While Medicare Advantage (MA) now covers over half of Medicare beneficiaries, including a disproportionate share of those facing socioeconomic disadvantage and complex care needs, there is limited understanding of how quality of care under MA compares to Medicare Fee-for-Service (FFS). There is particularly limited understanding on how quality of care differs under MA and FFS for the most disadvantaged or complex populations."

"Addressing the Crisis in Rural Maternity Care," Center for Healthcare Quality & Payment Report, April 2024

"More than half (55%) of the rural hospitals in the U.S. do not offer labor and delivery services, and in 10 states, more than two-thirds do not. Over the past decade, more than 200 rural hospitals across the country have stopped delivering babies."

"Physician plaintiff: ‘I shouldn’t have to risk losing my license—or getting jail time’ over telehealth visits," Health Exec, Dave Pearson, January 23, 2024

"When policymakers eased rules and restrictions governing telemedicine in 2020, many patients and their doctors saw the change as one shiny silver lining in the very dark cloud that was the COVID-19 pandemic. Unfortunately for them, the accommodation period was but a blip in time."

"Telerehabilitation in Physical Therapist Practice: A Clinical Practice Guideline from the American Physical Therapy Association," Physical Therapy & Rehabilitation Journal, Lee et al.,

"A clinical practice guideline on telerehabilitation was developed by an American Physical Therapy Association volunteer guideline development group consisting of international physical therapists and physiotherapists, a physician, and a consumer. The guideline was based on systematic reviews of current scientific literature, clinical information, and accepted approaches to telerehabilitation in physical therapist practice. Seven recommendations address the impact of, preparation for, and implementation of telerehabilitation in physical therapist practice. Research recommendations identify current gaps in knowledge. Overall, with shared decision-making between clinicians and patients to inform patients of service delivery options, direct and indirect costs, barriers, and facilitators of telerehabilitation, the evidence supports the use of telerehabilitation by physical therapists for both examination and intervention."
