November 2019 Volume 21, Number 11
In this News Brief:
A few questions and issues arose during the 2019 FSBPT Annual Meeting that we'd like to address:
At the 2020 Delegate Assembly in Orange County, California, elections will be held for the following positions on the Board of Directors and the Nominating Committee.
DIRECTOR POSITION #1 (three-year term): Must be a current administrative staff member of a Member Board.
DIRECTOR POSITION #2 (three-year term): Must be a member of a Member Board, administrator of a Member Board, or an Associate Member* at the time of election.
NOMINATING COMMITTEE MEMBER (three-year term): Must be member of a Member Board, administrator of a Member Board, an Associate Member*, or an individual with expertise to facilitate the task of the committee.
Are you interested in running for a position? View the job descriptions and email communications@fsbpt.org before December 31, 2019. (Please include the position(s) for which you are interested.) You’ll hear about next steps in early 2020.
*An Associate Member is a former member or administrator of a Member Board, a former member of the Board of Directors, a former committee or task force member, or a member of the Academy of Advanced Item Writers.
Iowa joined sixteen other states by opting into the Alternate Approval Process (AAP). Under AAP, when an applicant who is a graduate of a CAPTE accredited program registers for the NPTE, FSBPT will make the candidate eligible to sit for the NPTE provided that the candidate meets all NPTE eligibility requirements. Under AAP, FSBPT also handles the review of all requests for testing accommodations in accordance with the Americans with Disabilities Act. Contact FSBPT if your jurisdiction is interested in opting into AAP.
Alaska and South Carolina are the latest two jurisdictions to begin using the Supervised Clinical Practice Performance Evaluation Tool (PET) to evaluate the clinical performance of foreign educated physical therapists (FEPT) applicants. Because supervised clinical practice is often the last hurdle prior to full, unrestricted physical therapist licensure, it is critical that a valid evaluation tool be available for jurisdictions. FSBPT developed the PET to meet the need for a tool developed specifically to evaluate the clinical competency of FEPTs and to provide feedback to FEPTs on areas where competence has not been established.
FSBPT strives to provide the most effective and useful tools for educators. If you are an educator, we are interested in your opinion on the services and products that we offer to you.
Please take a moment to complete the survey. Your input is extremely valuable and it helps to ensure that we are providing the best tools for now and into the future.

"Google’s ‘Project Nightingale’ Triggers Federal Inquiry," Rob Copeland and Sarah E. Needlemanm, November 12, 2019, Wall Street Journal
"Google’s project with the country’s second-largest health system to collect detailed health information on 50 million American patients sparked a federal inquiry and criticism from patients and lawmakers."
NCSL Occupational Licensing Consortium Case Study Reports, Gauri (Gee) Rege, Tessa Riley, Brannan Mitchel-Slentz, Semret Yibass, and Christina Curnow, November 2019, American Institutes for Research
"The American Institutes for Research (AIR) worked with the National Conference for State Legislatures (NCSL) and its partner organizations, the Council of State Governments (CSG) and the National Governors Association (NGA) Center for Best Practices, to conduct case studies of 11 different states that undertook efforts to review their licensing practices."
"How burnout can hinder patient-physician communication," Sara Berg, October 30, 2019, American Medical Association
"Repeated exposure to high-demand, low-control health care environments is linked to adverse outcomes including burnout. And recently published research finds a link between physician burnout and poor patient-physician communication."
"How bad is the nursing shortage?" Jessica Kim Cohen, August 17, 2019, Modern Healthcare
"Employment for registered nurses is expected to grow much faster than the average for all occupations through 2026, according to the Bureau of Labor Statistics. The agency still expects 203,800 job openings in the field each year, but it’s likely these vacancies will be centralized in key areas of the country, while others will experience steep competition for jobs."
"3 Nevada dental board members resign, top staffers terminated," Arthur Kane, November 7, 2019, Las Vegas Review-Journal
“Three members of the Nevada Board of Dental Examiners previously accused of ethical lapses are leaving the agency, and two top staffers were terminated, state officials announced Thursday.
This clears the way for reform of a controversial agency that was the focus of a recent Las Vegas Review-Journal investigation that showed the board’s lax oversight failed patients.”
"Self-regulation: the end of an era? Lawyer discipline and the role of law societies," Anita Balakrishnan, November 14, 2019, Canadian Lawyer
“In 2007, England and Wales — which had until then taken the same approach as Canada — joined Australia in implementing co-regulation, where two or more bodies share the oversight of lawyers. In the U.S., courts tend to delegate to state bars to set professional standards, as part of the “separation of powers” set out by the constitution, Anand added.
Canada, by contrast, has mostly stuck by its self-regulation model, centred on law societies. Durcan notes that as other professional regulators move toward smaller, skill-based boards and other regulatory models, Canada’s law societies stand out.”
