This resource paper, which was approved by the Board of Directors on December 15, 2015, is a joint effort of the Ethics & Legislation and the Foreign Educated Standards Committees. Jurisdictions that would like to make improvements in the portability of licenses and the mobility of physical therapists should review the following list of potential ways to improve licensure portability. A suggested best practices for licensure by endorsement of non-CAPTE graduates is included in the paper. Ten suggestions for improving licensure portability are presented; many of the items can be acted on by an individual jurisdiction, independent of any other jurisdiction’s actions, yet still have an impact.
